2000 GMT: Political Prisoner Watch. The physicians of Ebrahim Yazdi, the 78-year-0ld former Foreign Minister and leader of the Freedom Movement of Iran, have requested an extension of his temporary leave from prison on grounds of ill health.

1840 GMT: Political Prisoner Watch. Kalemeh reports that reformist journalist Masoud Lavasani will be set free tonight on a bail of around $500,000, four months after his arrest.

Bastani's initial prison sentence was reduced from 8 1/2 years to 4 1/2 years after appeal.

It is reported, from human rights activists in Iran, that Jafar Ashari who has been on hunger strike since March 17, has been transferred to Mahabad prison and is now in quarantine. Ashari has been in detention for more than five months.


1835 GMT: The Nuclear Defector. Press TV publishes an account, from Iranian state media, of "Missing Iran N-scientist 'defected to US'". What is interesting is that there is no denial of Shahram Amiri's claimed position in Iran's nuclear programme.

That means that, contrary to its initial position, the Iranian Government is no longer denying that Amiri is a nuclear scientist while the US Government is no longer denying that it is involved in Amiri's disappearance.

1500 GMT: More US-Iran Fencing. This time, the sparring is over Afghanistan, with the US military setting up Iran as a negative influence rather than a possible ally. The Chairman of the Joint Staff, Admiral Mike Mullen, told a news conference in Kabul:
Iran is working to increase its influence in the area. On the one hand, that's not surprising, she is a neighbor state, a neighbor country. On the other hand, the influence I see is all too often negative. I was advised last night about a significant shipment of weapons from Iran into Kandahar, for example.

I have seen them over the last several years -- the last couple of years anyway, certainly be more than just interested, provide some capabilities. I am also concerned that that desire to be influential is increasing....I was taken aback. [The arms shipment] wasn't insignificant.


1355 GMT: More on Iran Air in Europe. An EA reader sends us an update:
Ramp checks on Iran Air - which has been subject to US Government sanctions - have turned up evidence of "insufficient oversight" over the past year, says the Commission.

But Iran Air will still be permitted to operate 18 Airbus A300/310s, nine Boeing 747s, six Airbus A320s and a single Boeing 737 into Europe.

The Commission says it will send representatives to Iran over the next few months to examine the situation with Iran Air.

1040 GMT: Nuke Chatter Continues. Iranian state media is reporting that Saeed Jalili, the Secretary of the National Security Council and the country's primary negotiator on nuclear issues, will visit China tomorrow for discussions.

0645 GMT: Trouble in the Air? An Iran Air official claims that, despite the European Commission's ban on the airline within Europe, that "nothing has changed" and no restrictions have been imposed on the airline.

An EA correspondent offers a contrasting view: "Even though the ban is limited in financial terms, its international outcome is devastating. From now on the regime must answer the question, for all of its boasting, if it is able to provide essential safety for its airplanes. This ban is the best reply to Iran's jamming of European satellite broadcast, as the safety issue is untouchable."

0635 GMT: Political Prisoner Resistance Watch. Rooz Online reports on the defiance, often humourous, of political prisoners.

0610 GMT: Political Prisoner Watch. Rah-e-Sabz reports on the poor conditions and hygiene in the women's section of  Evin Prison.

Christian pastor Wilson Issavi has been released on bail after 54 days in detention.

Rah-e-Sabz writes that 51-year-old university instructor Rahmatollah Bastani has been re-arrested by the Intelligence Bureau in Qom. Bastani was one of 30 people detained during Sunday's funeral for the wife of the late Grand Ayatollah Montazeri. He was released five hours later but was summoned on Monday for further interrogation.

0555 GMT: Economy Watch. Asre Iran reports that some Kuwaiti banks have stopped dealing with their Iranian counterparts, who have protested to the Kuwaiti Central Bank about the "unbearable injustice".

0545 GMT: Subsidy Watch. Back to more pressing concerns for most Iranians and for the President. In an unprecedented move, Ahmadinejad has proposed an "addendum" to the Parliament's approved budget, allowing him access to the extra $20 billion of revenues he wants from subsidy cuts.

0500 GMT: Lots of white noise about the Iranian nuclear programme yesterday and this morning.

Following this week's New York Times wayward article on supposedly secret Iranian nuclear site, The Washington Times goes farther by mangling --- through misunderstanding or wilful distortion --- a story on the latest public US intelligence finding on Tehran's nuclear development. The newspaper headlines, "Iran is poised to begin producing nuclear weapons after its uranium program expansion in 2009, even though it has had problems with thousands of its centrifuges."

The report says no such thing. Here's the take-away, as noted by other Iran observers:
We continue to assess Iran is keeping open the option to develop nuclear weapons though we do not know whether Tehran eventually will decide to produce nuclear weapons. Iran continues to develop a range of capabilities that could be applied to producing nuclear weapons, if a decision is made to do so.

During the reporting period, Iran continued to expand its nuclear infrastructure and continued uranium enrichment and activities related to its heavy water research reactor, despite multiple United Nations Security Council Resolutions since late 2006 calling for the suspension of those activities. Although Iran made progress in expanding its nuclear infrastructure during 2009, some obstacles slowed progress during this period.

The misleading story seems to have disappeared with little notice, replaced by an intriguing claim:
An award-winning Iranian nuclear scientist, who disappeared last year under mysterious circumstances, has defected to the CIA and been resettled in the United States, according to people briefed on the operation by intelligence officials.

The officials were said to have termed the defection of the scientist, Shahram Amiri, "an intelligence coup" in the continuing CIA operation to spy on and undermine Iran's nuclear program....

Amiri, a nuclear physicist in his early 30s, went missing last June three days after arriving in Saudi Arabia on a pilgrimage.

On the political front, President Obama maintained the public stance of US and international pressure on Tehran, declaring at a press conference with visiting French President Nicolas Sarkozy:
I'm not interested in waiting months for a sanctions regime to be in place....I am interested in seeing that regime in place in weeks. And we are working diligently with our international partners, emphasizing to them, that as Nicolas said, this is not simply an issue of trying to isolate Iran, it has enormous implications for the safety and the security of the entire region.

Israel-Palestine: Petraeus' Intervention Shakes Up US Policy?

I'm not a big fan of General David Petraeus' interference in US foreign policymaking, given his challenge to (and potential undermining) of his President on an issue such as Afghanistan, but Mark Perry in Foreign Policy offered a tale where Petraeus' manoeuvres may lead to a significant --- and, I think, productive --- re-alignment in US foreign policy.

To be blunt, if you take a charitable interpretation of Petraeus' move (he was telling the US diplomats to get out of their dead end of caving to Israeli steps such as settlement expansion) rather than the cynical one (he was again seeking to expand his authority), this may open up a prospect --- limited but visible --- of the US staking out a position where it can challenge Israel's unilateral obstacles to the peace process.

Israel: Obama Shows His Teeth, Netanyahu Steps Back?


On Jan. 16, two days after a killer earthquake hit Haiti, a team of senior military officers from the U.S. Central Command (responsible for overseeing American security interests in the Middle East), arrived at the Pentagon to brief Joint Chiefs of Staff Chairman Adm. Michael Mullen on the Israeli-Palestinian conflict.


The team had been dispatched by CENTCOM commander Gen. David Petraeus to underline his growing worries at the lack of progress in resolving the issue. The 33-slide, 45-minute PowerPoint briefing stunned Mullen. The briefers reported that there was a growing perception among Arab leaders that the U.S. was incapable of standing up to Israel, that CENTCOM's mostly Arab constituency was losing faith in American promises, that Israeli intransigence on the Israeli-Palestinian conflict was jeopardizing U.S. standing in the region, and that Mitchell himself was (as a senior Pentagon officer later bluntly described it) "too old, too slow ... and too late."

The January Mullen briefing was unprecedented. No previous CENTCOM commander had ever expressed himself on what is essentially a political issue; which is why the briefers were careful to tell Mullen that their conclusions followed from a December 2009 tour of the region where, on Petraeus's instructions, they spoke to senior Arab leaders. "Everywhere they went, the message was pretty humbling," a Pentagon officer familiar with the briefing says. "America was not only viewed as weak, but its military posture in the region was eroding." But Petraeus wasn't finished: two days after the Mullen briefing, Petraeus sent a paper to the White House requesting that the West Bank and Gaza (which, with Israel, is a part of the European Command -- or EUCOM), be made a part of his area of operations. Petraeus's reason was straightforward: with U.S. troops deployed in Iraq and Afghanistan, the U.S. military had to be perceived by Arab leaders as engaged  in the region's most troublesome conflict.

[UPDATE: A senior military officer denied Sunday that Petraeus sent a paper to the White House.

"CENTCOM did have a team brief the CJCS on concerns revolving around the Palestinian issue, and CENTCOM did propose a UCP change, but to CJCS, not to the WH," the officer said via email. "GEN Petraeus was not certain what might have been conveyed to the WH (if anything) from that brief to CJCS."

(UCP means "unified combatant command," like CENTCOM; CJCS refers to Mullen; and WH is the White House.)]

The Mullen briefing and Petraeus's request hit the White House like a bombshell. While Petraeus's request that CENTCOM be expanded to include the Palestinians was denied ("it was dead on arrival," a Pentagon officer confirms), the Obama administration decided it would redouble its efforts -- pressing Israel once again on the settlements issue, sending Mitchell on a visit to a number of Arab capitals and dispatching Mullen for a carefully arranged meeting with the chief of the Israeli General Staff, Lt. General Gabi Ashkenazi. While the American press speculated that Mullen's trip focused on Iran, the JCS Chairman actually carried a blunt, and tough, message on the Israeli-Palestinian conflict: that Israel had  to see its conflict with the Palestinians "in a larger, regional, context" -- as having a direct impact on America's status in the region. Certainly, it was thought, Israel would get the message.

Israel didn't. When Vice President Joe Biden was embarrassed by an Israeli announcement that the Netanyahu government was building 1,600 new homes in East Jerusalem, the administration reacted. But no one was more outraged than Biden who, according to the Israeli daily Yedioth Ahronoth, engaged in a private, and angry, exchange with the Israeli Prime Minister. Not surprisingly, what Biden told Netanyahu reflected the importance the administration attached to Petraeus's Mullen briefing:  "This is starting to get dangerous for us," Biden reportedly told Netanyahu. "What you're doing here undermines the security of our troops who are fighting in Iraq, Afghanistan and Pakistan. That endangers us and it endangers regional peace." Yedioth Ahronothwent on to report: "The vice president told his Israeli hosts that since many people in the Muslim world perceived a connection between Israel's actions and US policy, any decision about construction that undermines Palestinian rights in East Jerusalem could have an impact on the personal safety of American troops fighting against Islamic terrorism." The message couldn't be plainer: Israel's intransigence could cost American  lives.

There are important and powerful lobbies in America: the NRA, the American Medical Association, the lawyers -- and the Israeli lobby. But no lobby is as important, or as powerful, as the U.S. military. While commentators and pundits might reflect that Joe Biden's trip to Israel has forever shifted America's relationship with its erstwhile ally in the region, the real break came in January, when David Petraeus sent a briefing team to the Pentagon with a stark warning: America's relationship with Israel is important, but not as important as the lives of America's soldiers. Maybe Israel gets the message now.

Iran Interview: The State of Tehran's Nuclear Programme (Cirincione)

Joseph Cirincione, the President of the Ploughshares Fund on nuclear weapons policy and conflict, talks to Claudio Gallo of La Stampa:

GALLO: Is Iran really trying to build a nuclear weapon?

CIRINCIONE: There is no doubt that the Iranian regime is moving to acquire the technologies that would allow it to build a nuclear weapon. We do not know if the regime has reached a decision to actually build a weapon, however.



It may make strategic sense for Iran to stop at the edge, that is, to have the uranium enrichment capability, to have secretly done design work, and to have a missile capable of carrying a warhead, but not actually build a bomb. This would give it many of the advantages of a nuclear-armed state, without provoking an attack and perhaps delaying its neighbors from reacting with their own nuclear weapon programs.

GALLO: Do you think that stress over Iran's negotiating position may point to the fact that its uranium stockpiles are ending?

CIRINCIONE: Iran does not have enough known uranium reserves to fuel its current enrichment plant at Natanz for very long. It certainly does not have enough to fuel the 10 new enrichment plants it claims it will build. But the most likely reason why the government first accepted, then rejected the uranium swap is that the regime is in crisis. It cannot get the consensus it needs to either accept or completely reject the deal.

GALLO: The Speaker of the Iranian Parliament, Ali Larijani, said recently that "based on terms of the nuclear Non-Proliferation Treaty (NPT), the International Atomic Energy Agency has no right to urge Iran to suspend its nuclear activities". Why is the West saying that Larijani is not right?

CIRINCIONE: By its own admission, Iran misled the IAEA for over 15 years. It is clearly in violation of its obligation under the NPT to report its nuclear material activities and the existence of all its nuclear material facilities. The overwhelming majority of the nations that make up the IAEA board of governors and the UN Security Council found that Iran was and still is in violation of its treaty obligation. Under the terms of the treaty, the Security Council has the right --- in fact, it has the obligation --- to ask Iran to stop its nuclear activities until Iran's good faith can be restored. Few outside of Iran dispute this basic fact.

GALLO: In the last IAEA report, they quote an Iranian study about a nuclear missile warhead. It seems that the source of that report is the same stolen laptop that since 2005 appears at intervals on western newspapers: what do you think about this?

CIRINCIONE: This is the least clear claim. The documents on the laptop do seem to be the source of this claim. It still is not clear where the laptop came from. But Iran has yet to provide any clear answers to the IAEA. Iran has just refused to answer the IAEA's questions. This raises suspicions and seems to support the claim that Iran was doing such research.

GALLO: In May 2009, you were one of the experts, American and Russian, that wrote the report "Iran Nuclear and Missile Potential": it says that Iran, if it decides, may build a nuclear warhead in six to eight years. Is that conclusion still valid?

CIRINCIONE: Since we wrote the report, the time frame for Iran building a nuclear warhead has reduced somewhat. It could probably build a small nuclear bomb in 1-2 years. It would likely take an additional few years to test the device and perfect a warhead that could fit on one of its Shahab missiles. The main reason for the decreasing time frame is Iran's production of enough low-enriched uranium that could be reprocessed into high-enriched uranium for a bomb.

GALLO: And then there is the technical difficulty to build a working IRBM [Intermediate Ballistic Range Missile]....

CIRINCIONE: Iran now has short- and medium-range missiles that can travel as far at 2000 km. It is a major challenge to build a IRBM that could fly 3000-5500 km. This is currently beyond Iran's technical capability.

GALLO: Recently on The Huffington Post, the former Deputy Director General of the IAEA, Bruno Pellaud, wrote that Iran's regime is consciously provoking an attack against nuclear facilities. Do you think it is possible?

CIRINCIONE: The regime is in turmoil. It is not clear how long it can survive. The Revolution Guard would like to change this dynamic. It is possible that the Iranian Revolution Guard is trying to provoke Israel into striking Iran. This would allow them to rally the Iranian public in defense of the nation.

GALLO: President Ahmadinejad said that Israel will attack Iran in spring or summer: do you think that Israel could attack without the American green light?

CIRINCIONE: Possibly, but very unlikely. The US military does not want to start a third war in the Middle East. JCS [Joint Chiefs of Staff] Chairman [Admiral Mike] Mullen said this week that such an attack would have "unintended consequences".

GALLO: Russia's Chief of the Army Staff, General Nikolai Makarov, warned that an American attack on Iran now, when the US is bogged down in two wars, might well lead to the collapse of the United States. Is this an old-style Russian "provokazia" [provocation] or it makes some sense?

CIRINCIONE: Not the collapse, but great turmoil, and it may unite the Muslim world against the US. Many Muslim governments would like to see the US strike Iran, but the Muslim publics would likely be enraged.
