The attacks targets targeting mainly Shia districts of the city.

Earlier this month, more than 200 people were killed in a week in bombings and other attacks, in the most serious of violence this year.

A reflection 10 years to the day that US warplanes launched the first phase of the war on Iraq: this was a conflict deliberately designed on deceptions and whose consequences are still proving disastrous - most of all for the Iraqi people.

Far from producing the anticipated result, at least for the Bush Administration, the invasion of Iraq led to the opposite; rather than demonstrating the "unipolar" nature of American power, Iraq has become an ongoing illustration of the limits of that power.

Today, as Iraq tries to recover from the past decade, events extending beyond its borders to the wider Middle East highlight the twist in the tale --- that the US, good or bad, is rarely centre stage. Quite often, it is waiting in the wings.

Iraq Flashback: Bush and Blair's Agreement to By-Pass the UN for War

Tony Blair and George W Bush, April 2002Britain and the US were planning to take action against Saddam Hussein without a second UN resolution five months before the invasion of Iraq, a newly released letter from Tony Blair's office shows.

A letter from Blair's private secretary reveals that "we and the US would take action" without a new resolution by the UN security council if UN weapons inspectors showed Saddam had clearly breached an earlier resolution. In that case, he "would not have a second chance".

That was the only way Britain could persuade the Bush administration to agree to a role for the UN and continuing work by UN weapons inspectors, the letter says.

War on Terror Special: How British Policy Endorsed Overseas Torture (Cobain)

Photo: Mark Wilson (Getty)A top-secret document revealing how MI6 and MI5 officers were allowed to extract information from prisoners being illegally tortured overseas has been seen by the Guardian.

The interrogation policy --- details of which are believed to be too sensitive to be publicly released at the government inquiry into the UK's role in torture and rendition --- instructed senior intelligence officers to weigh the importance of the information being sought against the amount of pain they expected a prisoner to suffer. It was operated by the British government for almost a decade.

A copy of the secret policy showed senior intelligence officers and ministers feared the British public could be at greater risk of a terrorist attack if Islamists became aware of its existence.

EA Cyber-Special: LulzSec Dumps Its Documents and Says Good-Bye

The LulzSec crew, having sailed merrily into the waters of hacktivism this spring, has now dumped their treasure overboard and set course for calmer seas, no doubt with a fleet of law enforcement in pursuit.

The files released last night appear to be the user accounts of the cracked NATO bookshop customer database, an archive of AT&T corporate data, and an image establishing that LulzSec has cracked the US Navy's website. Details of accounts of gamers and those on other forums, an output of network data labelled "FBI being silly", and 91 pages of IP addresses whose routers were using default passwords were also included.

Iraq Flashback: Britain's Plans to Overthrow Saddam...for "New Security to Oil Supplies" (Wright)

Among the revelations are the following:

* Oil was a key motivating factor behind the efforts to remove Saddam. "The removal of Saddam remains a prize because it could give new security to oil supplies," the officer writes.

* MI6 did not believe that Saddam or Iraq were supporting al-Qa'ida. "There is no convincing intelligence (or common-sense) case that Iraq supports Sunni extremism," it says. But in January 2004, Prime Minister Tony Blair told the Commons: "We do know of links between al-Qa'ida and Iraq. We cannot be sure of the exact extent of those links."

* Britain believed America was planning military action to remove Saddam long before it was officially acknowledged.

Iraq Revisited: Secret Talks Between the British Government and Oil Companies Before the War (Bignell)

Plans to exploit Iraq's oil reserves were discussed by government ministers and the world's largest oil companies the year before Britain took a leading role in invading Iraq, government documents show.

The papers, revealed here for the first time, raise new questions over Britain's involvement in the war, which had divided Tony Blair's cabinet and was voted through only after his claims that Saddam Hussein had weapons of mass destruction.

The minutes of a series of meetings between ministers and senior oil executives are at odds with the public denials of self-interest from oil companies and Western governments at the time.

Terrorism Weekly (British Special): Smart Politics, Stupid Counter-Terrorism

On Saturday British Prime Minister David Cameron gave a speech at a security conference in Munich. The address was well-trailed by 10 Downing Street, as newspapers gave advance notice of the speech and then picked over the contents the following day.

Why link multiculturalism, Islam, and terrorism when the evidence is inconclusive? Because Cameron’s speech was about politics and not about security. The Conservatives have seen their standing in opinion polls decline as massive cuts on social services begin to sink in. The diversionary rhetoric from Saturday plays well with the right-wing media and with the Conservative base; it is smart politics.

But what is smart politics does not necessarily make for wise counter-terrorism.

Israel-Palestine Latest: Quartet Pushes Israel as Netanyahu Pushes Economic Plans

UPDATE 1830 GMT: Britain's Defense Secretary Liam Fox has underlined the importance of such a peace between Israel and Palestine in deflecting Iran's potential nuclear power, "an existential threat". Fox said:

The United Kingdom is pushing for stronger sanctions to influence Iran, but the importance of the Middle East peace process should not be overlooked.

Progress towards a two-state solution -- a secure and universally recognized Israel alongside a viable and contiguous Palestinian state -- is important for defusing the malign political influence of Iran in the region.

After the Quartet's meeting, German Foreign minister Guido Westerwelle said:

Those who want to support moderate forces in the Middle East, those who want to support constructive forces in the Middle East, are well advised to press for progress in the Middle East peace process

Out of courtesy, I will not besiege readers with my thoughts on today's testimonial by former Prime Minister Tony Blair --- replete with evasions, distortions, and some outright deceptions --- justifying the 2003 Iraq War to a British enquiry.

It is worth noting, however, that he would do it all again...this time with Iran.
