Syria (and Beyond) Live Coverage: The Free Syrian Army Tries to Re-Structure and Assert Control

2112 GMT: Syria. In recent weeks France has significantly stepped up its rhetorical attacks on the Assad regime. President Hollande has even moved for the recognition of a transitional government, and has asked for an internationally imposed no-fly zone.

Originally, most scoffed at this as a political move to make Hollande look strong, since there is no international appetite for such moves. However, Reuters now suggests that France is supporting local governments in 3 Syrian provinces, and is even considering supplying artillery or other weapons to enable rebels to defend Aleppo, Idlib, and Deir Ez Zor from Assad forces:

Paris said last week it had identified areas in the north, south and east that had escaped President Bashar al-Assad's control, creating a chance for local communities to govern themselves without residents feeling they had to flee Syria.

"In zones where the regime has lost control, such as Tal Rifaat (40 km north of Aleppo), which has been free five months, local revolutionary councils have been set up to help the population and put in place an administration for these towns so as to avoid chaos like in Iraq when the regime pulls back," the source said.

2100 GMT: Syria. Since this morning we've been watching the LCC's death toll rise. Now, as we could have anticipated based on other reports we've seen, the number has hit 260, and could easily continue to rise:

1800 GMT: As confirmation comes through of the arrest of the former head of intelligence of Libya's Qaddafi regime, there is a scramble over who will try him on criminal charges.

Mauritanian authorities arrested Abdullah al-Senussi, as he arrived on an overnight flight from the Moroccan city of Casablanca (see 1125 GMT).

Al-Senussi has been sought by the International Criminal Court on charges of crimes against humanity. However, Libya's National Transitional Council want to put him on trial, and France is also seeking his extradition, citing his alleged role in the 1989 bombing of an airliner over Niger in which 54 French nationals died.

Libya Feature: The Caterer, The Memory Stick, and the Fall of Qaddafi's Tripoli (Nakhoul)

Colonel Muammar Gaddafi's regime was delivered by a caterer, on a memory stick.

Abdel Majid Mlegta ran the companies that supplied meals to Libyan government departments including the interior ministry. The job was "easy," he told Reuters last week. "I built good relations with officers. I wanted to serve my country."

But in the first few weeks of the uprising, he secretly began to work for the rebels. He recruited sympathizers at the nerve center of the Gaddafi government, pinpointed its weak links and its command-and-control strength in Tripoli, and passed that information onto the rebel leadership on a series of flash memory cards.

The first was handed to him, he says, by Gaddafi military intelligence and security officers. It contained information about seven key operations rooms in the capital, including internal security, the Gaddafi revolutionary committees, the popular guards --- as Gaddafi's voluntary armed militia was known -- and military intelligence.
